In cell I2 is I have 0.6617

How do I convert to 66.17

you can't convert to another value.

Best bet insert another row alongside and in [J2] type =I2*100

Put 100 in a blank cell, copy this cell
Right click on cell I2, choose "Paste Special"
Select "Multiply"
Select OK
