Default How do I adjust row height to set cell margins to zero?

Hi,
I am trying to adjust row height to a minimum but when printing, the
top of the text is cut off to protect cell margins. Is there a way to
override the default?
ex. a "b" should touch a "g" above it.
It worked in excel97 but not in excel2003.
