How can I view a document that is PDF format ?

when I go to "the" page it does not let me see the document and I've been
trying to fix the settings but I don't think its that. I can not view the
document. Does anybody know how to correct this?

You need a PDF file reader to open a PDF file.

Adobe Acrobat Reader or Foxitreader.

I find Foxitreader far superior and much faster than Acrobat.
