Default Controlling windows explorer with VB macro

I am fairly new to VB and have the following problem. I want to open an
html file that I have downloaded from the internet. It contains tables.
I can manually open the file in windows explorer with excel by right
hand clicking and using the open with excel option. My question is: Can
this all be achieved with a VB macro (which I write within the excel
environment)?

Many Thanks
