Locking doesn't work until the worksheet is protected. OTOH, you can

Excel 2003: 1. Select the entire sheet 2. Choose Format, Cells, Protection, and uncheck Locked 3. Select the cell or cells you want locked and choose Format, Cells, Protection and check Locked. 4.
