how do I link chart title & keep the number format in a heading
 
how do I link chart to a cell that has text and numerics but the numeric
dollar value being picked up does not show the separators and $ sign?

In a cell, you need a formula like this that defines the format of the
number:

="Monthly Totals: "&TEXT($A$1,"$#,##0.00")

Then link the title to this cell.
