How can I make a picture a chart? Like a dollar bill divided by expenses.

You will need to first find a dollar bill graphic file (.gif or similar).
Once you've saved the file, you can select either the chart area or plot area of the chart. Go to the toolbar and select Format - Selected Plot Area or Format - Selected Chart Area - Fill effects - Picture - Select Picture. You can then bring the picture into your chart.
