"Make a second value axis". I don't get an expected choice in the Format
menu. Help tells me to use "Selected data series" on the "Format" menu. It
is not there. Is it just me?

Baffled.

Select a series, use Format menu Selected Data Series. On the Axis tab,
select Secondary.

Note, you must have at least two series, one each for primary and secondary
axis.

You need to select one of the series in the graph before that entry appears
in the Format menu. If you right-click on the series you can go directly
from the context-sensitive menu.
