Only 2 vertical axis?
 
I have a data showing

Sales In Millions
Clients In Thousands &
Rate In Percentage.

I can show Sales & Clients as bars on two vertical axes, but do I have an
option to show Rate as a raised line graph?

What's a "raised" line graph?

You can fake a third vertical axis:

but it typically clutters a chart. A panel chart is a better approach:
