Excel 2007 - Adding Labels to Scattergraph Points

I've got three pieces of data for each person on the payroll - each in a
column

- salary
- length of service
- Dept Abbrev (3 alpha characters)

I've created the scattergraph on salary/length of service (which I want) -
but is there a way I can display the person's Dept as the label against each
point

Tx
