Is there someway of getting the scale option that allows for minimum and
maximum on both the X and Y axis?

Right now, the option is only on the X and the Y scale wants to know where

You can set the min and max of the axes without worrying about where
they cross. Double click an axis, and on the Scale tab enter whatever
values you want. Then don't check the Auto boxes, because that tells
Excel to override your values and use its own automatically determined
defaults.
