Is it possible with this data to create a line chart to look something like the hand drawn one below?

I would suggest using two charts, since the Div and Value are on completely
different scales, and the data makes it hard to use primary and secondary scales that allow the data to be shown together clearly. You also need to rearrange your data. Here's the Div data (view in non-proportional font), arrange the year data similarly: 2000 2001 2002 2003 2004 2005 2006 2007 2000 Q1 0 Q2 0 Q3 0 Q4 0.2 0.2 2001 Q1 0.2 Q2 0.2 Q3 0.2 Q4 0.2 0.2 2002 Q1 0.2 Q2 0.18 Q3 0.2 Q4 0.06 0.06 2003 Q1 0.06 Q2 0.06 Q3 0.06 Q4 0.06 0.06 2004 Q1 0.06 Q2 0.06 Q3 0.06 Q4 0.06 0.06 2005 Q1 0.06 Q2 0.06 Q3 0.06 Q4 0.1 0.1 2006 Q1 0.1 Q2 0.1 Q3 0.1 Q4 0.13 0.13 2007 Q1 0.13 Q2 Q3 Q4 You don't need the column with the quarters if you don't want, I used it for clarity. The cell(s) to the left of the years in the top row must be blank, or Excel will have trouble parsing the range. Select the data, including the blanks, and create a line chart.
