A guess would be that the 30 sec computer has an access to the files
that is very slightly longer (ie, routed through one more step, or is
set to Full/Half duplex instead of Full/Full, virus scanning does/does
not include network files etc) than the 2 sec version.

If you time-trial a 50 mb file read and save, do you also notice the
same ratio for speed ?

besides - i see that excel takes 100% of cpu during that updates, so
it's definitly not waiting for data) and it's not problem with office
release (since i use the same version on each workstation).
i'm pretty out of ideas what can be wrong.. maybe something with
office's configuration? or maybe someting in windows?
