In my company we have the same standard and exactly the same problem. We use
Finnish regional settings, US edition of Windows XP pro (sp2 and all patches
installed), Excel 2000 with sr-1. When we download csv file from Internet
Explorer all data will be in the same column in Excel.

We have also computers with only Windows XP Pro SP1 installed. In those
machines csv files open correctly.

This is really annoying.

If I go to Regional settings and change settings to US everything works. If
I put both decimal and list separator to comma (which is the usual setup in
Finland) the problem re-occurs.

If I first save the csv file to hard drive and open it from there using
explorer it opens correctly. So I would assume that the problem occurs when
csv file is opened over internet explorer.

I hope that Microsoft would correct this problem as soon as possible.

The workaround to save first to txt file is not suitable for us.

What frustates me:
When I'm using US Regional settings in control panel, changing list
seperator actually works and influences the way Excel opens CVS files.
When i'm Dutch regional settings, changing the list seperator char does not
influence the way Excel opnens CVS files, in effect we can't work with csv
files at all.

Please correct this as soon as you can, or provide some feedback to users
like me that can not explain this.
