Default Worksheet Scrolls screen length when double-clicking between cells

I have a user that has a problem with Excel. When he clicks on the lines
between the cells of a spreadsheet, his sheet scrolls up or down a full
screen. This is something new that's occurring only in Excel 2003, and it
occurs on all of our systems.

Has anyone seen this before? I'm assuming is a new "undocumented feature."
Do you know if there's a way to disable it?

If you doubleclick on the selection border, it's liking hitting the End key
followed by an arrow key (up/down/right/left).

It's a quick way to navigate through your worksheet.

If you want to turn it off, you can toggle this setting:
tools|Options|edit tab|Uncheck allow cell drag and drop

Be aware that this also kills autofill (dragging by that little autofill button
on the bottom right corner of the selection).

(I'd just tell them to be more careful!)
