Default Round to the nearest 9 cents

Simple - I need to retail round 12.03 to 11.99 and 12.05 to 12.09.

Round to the nearest 10 cents, then subtract 1 cent:

=ROUND(A1,1) - 0.01

assuming your dollar value is in A1 - copy down as required.
