Default Merge Cells option is disabled sometimes, how do I enable it?

The MERGE CELL option has previously worked and still works on some sheets.
There are times when it is disabled. How does this happen and how can I
change it?

Default Merge Cells option is disabled sometimes, how do I enable it?

Merged cells will cause no end of problems but if you "must" use them......

A couple of things I can think of.

If the workbook is shared the option will not be available.

If the worksheet is protected the option won't be available.

I tried to save as the file to different file name but still shows as shared file. What will I do?
