Default Format the cells

I want to have the following format on the cells.

If the cell with the absolute value is less than 0.05, display ^^ except 0, while display '--' if the cell contain 0. The other value display as General currency format (e.g. $523,000).

if you use xl2007 or later format your cell currency and create the
other rules with Conditional Formatting
