Default Default cell comment fill color and font size

Is there a way to change the default settings for Excel 2003 comments?
I would like to change the default fill color as well as change the default
font size.

If these settings can be changed, please provide details!

You can set the default interior color, the font color, and the fontsize in the
Control Panel (Display, Appearance, Tool Tip).

Without using VBA code the only method is to right-click on Desktop and
PropertiesAppearanceAdvancedItemToolTip

Make changes to font size and background color here.

This is a global setting will affect all ToolTips.
