Default In excel counting cells in a range which meet condition "Xand<X"

I'm trying to construct a formula that will count the number of cells in a
range that meet the condition "x and <x", (which I suppose is two conditions
in one really), where the range just contains numbers.

Default In excel counting cells in a range which meet condition "Xand<X"

=SUMPRODUCT(--(rngx),--(rng<y))

if it is really two values, but if as you show then

=SUMIF(rng,"<"&x)
