Default Drop down list

Is there a way within excel to create a drow down list and have each of the
items on the list have a drop down?

Example
Base
EXT
INT---- 101
---------102
----------103 ect

Sounds like you will want to use "Dependant Lists".

Tried those, they do not allow what I am looking for Any other suggestions?
