Default Edit Menu Keyboard Shortcut Problem

2003 Excel: type Alt-E to get to Edit menu, but it doesn't expand to display
underlying edit commands (e.g. cut, copy, etc.) without me clicking on the
down arrow button or selecting the Edit menu with mouse.

All other menu keyboard shortcuts do expand (e.g. File, View, Insert, etc.)

What's wrong with Edit.
