Default how do i convert a comma delimited file to an .xls file

If you're happy with Excel's default treatment of the data, just open the
csv with Excel, then save as xls.
If not, from Excel use Data/ Import External Data, and then use the text
import wizard to specify appropriate options as you import the data. Again
save as xls after you've imported.

Open it in excel.
Save it as a normal workbook.
