Default IF Formula

Here is my dilemma folks:

Column
A B
Row 1 900 1000
Row 2 500 1000

I want to say in C1 and C2:

If A1 is 10 to 20% below B1 then TRUE if not FALSE.

Please help!

One way:

=AND(A1<=B1*90%,A1=B1*80%)
