Default User cannot save excel file in workbook

Users have been issued passwords and are able to access the file and make
changes, however upon saving they are given a message "cannot access
file..etc" with 3 options:
The file name or path does not exist (it does)
The file is bieng used by another program (no other user is logged into it)
The workbook you are trying to save has the same name as a currently open
workbook (it's the only doc with this name on the network)

I created the permissions and can open and save upon entering a password,
but no one else can. Please help
